Is it true that I cannot get a replacement board for the older PS2 engines??

If it has a 5v board, then the answer is no. You can convert it to a 3v system though.
How do you determine if the engine shipped with a 5v board??
Well, you can look at the board, but an easier way is to check the charging port on the bottom of the tender. Round is 5V, square is 3V.
If the engine has a round battery charging port or no port at all, it's an older 5 volt board. If it has a rectangular port, It has a 3 volt board.

Your engine is a 5V system. The conversion requires the PS-2 3V boards with 5V connectors, 4 ohm speaker and 2.4V battery with proper harness. Some misc hardware and bracket.
Once installed your harness plugs right in, and retains all features. An upgrade sound file is installed in the new board. (Your engine has one posted).
I can do this if you don't have a tech/shop near you. I have parts in stock.
Also, you could explore using the flash board for quillable whistle ( I have them). You would have to go with a 4-8-2 Mountain or Mohawk sound file though. Can always load a non quillable file into it if sound was not what you want. E-mails in my profile. G
