I have a Lionel 6-12722 Roadside Diner.  One of my only non PW accessories.  It smoked for a little bit when I first got it (at least 10 years ago and it is from 1988), but then it would only work very intermittently.  A couple times it was left on with no fluid, so maybe it burned out, but it just worked a couple weeks ago one time and now it won't work again.

I pulled the smoke unit out and hooked it direct to 14v power with the resistor and without the resistor............nothing.  It Ohms out at around 40.

Anyway, I ordered a Seuthe #8 16-22v hoping that the higher voltage rating will help it to not burn out (if that is even the problem).  I am guessing Lionel used the #7 as it has the same dimensions as the #8, but with a voltage rating of 11-16v.  The accessory calls for 14-16v.

There is a Colber 1 Ohm 10% CW10 resistor in line with one of the 2 wires going to the original smoke unit.  What is the resistor for?  Would I still need it with the new 16-22v smoke unit?

Is there a way to clean the smoke tube?  Maybe it is clogged?

Any help or advice would be appreciated!
