Repair on 464 sawmill

Hello again. As per a couple of suggestions I filmed video of my non operating mill. As you’ll see, no movement on belt/spool ( although occasionally it moves ever so slowly, drawing the log in but not spitting board out). Again using an old ZW to power. Have varied and regulated voltage but no change. Opinions? Thanks
