Well, my go-to is tar paper, the kind used as underlayment for roofing (if you've had your roof redone in the last few decades, you may have a roll end already). Simply cutting to fit works well for simple "toy train" or temporary around-the-tree use, but it can also be gently bent into a curve to emulate a prototypical crown and blended into the surrounding scenery. I'm still working on the blending, but as I work on perfecting it, I'm satisfied with the interim results:
Jack, I've had good luck with a product often referred to as 'foamies" or foam sheets. I've used 3mm and 5mm thicknesses, in12 x 12 and 12 x 24 sheets in the color black. After the product is glued to the sub-surface, I paint the "road" with a flat black paint and then stripe it with pinstriping from the auto supply store. The foam sheets are available at some of the chain craft stores. In one section of my layout, I used the 5mm thickness sheets as a foundation for buildings edging up to the 3mm sheets of the road surface. The difference in the thickness of the sheets allowed me to create sidewalks and curbing by placing the buildings back 3/4" of an inch.
