Is it safe to cover a resistor with heat shrink tubing? I am planning to solder a 620 ohm resistor (1/2 watt) to an LED lead and then cover it with heat shrink tubing. The circuit will be powered with 12V and draw about 16 mA of current.

P = I²R so you are well under ½ watt.
should not be a problem.
It's certainly safe for a single LED, 16ma of current through a 1/2W resistor is 0.16W of dissipation, less than 1/3 of the resistor's rating.
