I can't seem to establish the eng ID even following direction. I know I'm not doing something correctly Any help would be appreciated

Set cab2 to TMCC? I honestly don't know if that matter other than to configure the keypad with correct functions.
Just received my 990 set. Had a legacy engine at opposite end of loop from the base. Selecting engine id, engine wouldn't respond. Set engine to program, it starts up. Set to run, still nothing.
Moved engine near base(just to save me some walking). Engine now starts when set to run. Engine now starts and stops as commanded anywhere on the layout, including original position.
This was with cab2 set to TMCC, originally. Once engine was operational I set cab2 to legacy, still operated as it should except now I have finer speed control and proper function on keypad.
Perhaps someone will chime in with something useful, just letting you know you weren't alone🤣
You may have a weak Legacy signal at the far end of your layout. Move the locomotive to the far end. If the headlight is flickering, your signal is weak. For confirmation hover your hand over the locomotive which should stop the flickering.
A common cause of weak legacy signal is plugging the Legacy power supply into surge protector strip. It should be plugged into the wall outlet or into a plain 3 wire extension cord.
If you have other Legacy or TMCC locomotives, check if they have the same problem starting up in that section of the layout. This will help determine if you have a layout problem or an engine problem.
Cab2 TMCC mode has 32 absolute speed steps, where Legacy mode has 200 speed steps, so as you observed, your control is finer.
