did you try blowing down the stack?
Turning it upside down may have allowed smoke fluid to saturate the smoke resistor, did you run it 15 minutes or so with smoke on?
John's right...blow on the stack or tap the top of the stack with your finger...also try turning up the smoke setting on the cab remote to high....see if that works.
Also...how many drops of smoke fluid did you drop down the stack?

If this is a TMCC locomotive, hold the smoke-on key for about 6-8 seconds for "turbo" smoke and see if that gets things started.
In that case, I'd turn it up high and see what happens. Can you hear the fan running if you put your ear up to the locomotive with the smoke enabled? If not, you may have drowned the fan, I've had several of them stop. I have been able to free them up with electronic cleaner, the smoke fluid gums them up and they stop running.

I think you're at the point where you may have to either send it back for warranty work or take the shell off and see what's happening.
I don't know but if the engine was upside down to lube it you may have to add smoke fluid. I have had this happen to me many times after oiling the engine being it is upside down and losing smoke fluid. I just add smoke fluid and she smokes.
If she's under warranty I wouldn't take the shell off. I got scolded by Lionel and was told if I did it again the warranty was void. If they tell you to take it off that's different but you'd better ask first. It tells you the warranty is void in the warranty card if you take off the shell. Get an RA and send it back.

You know come to think of it.....When i fired up my new Legacy EM-1...it took a little while before the smoke really got going....I think the batting needed to really be saturated good before it started blasting smoke out....I put the recommended number of smoke drops in (see manual) I think it's like 12-14 something like that and put in a few more for good luck....At first i thought I had an issue...but...lo and behold smoke started coming out eventually....I even jacked up the setting on the Cab-2 to "high smoke"
Maybe you should give it another shot...before packing it up.
