In most MTH engines, the speakers are mounted to the frame or in the fuel tank pointed down toward the track.  The sound is very good.  On a recent PS3 transplant I had to mount the speaker on the roof of the shell where the cab is.  I removed the plastic windows so the sound would be louder.

 

But the sound is not loud.  It is very low compared to my other PS engines.  Do I need to build some sort of speaker box to improve the sound?

 The main point of speaker mounting is to keep the sound radiating from the front of the speaker isolated from that off the rear of the speaker. It's done on many engines by mounting it face down on the frame, and the shell becomes the enclosure.

 The enclosure helps the speaker by creating a certain volume of air space that suits the speaker. It can be tuned to help some lower frequencies. Better sound can be achieved matching that volume. So a simple spray can cap placed over the rear of these smaller speakers can make a decent enclosure, and keep the sound tighter than radiating through the whole shell.

 Try to mount your speaker to some kind of plate even if it point upwards, or sealed fully around to those plates you have as weights?

What I did for the BEEP to add some volume is drill a bunch of holes in the plastic frame wherever I could fit them without screwing up the mechanical integrity.  I have the speaker mounted in the same place in the top of the cab. 

 

It made a significant difference in the volume.

 

Note where the shell covers the frame down low, it's pointless to drill the holes there.  In the front around the couplers and along side of the cab is where they will be most effective.

 

Since this is your dummy, you can probably also punch through the motor wells for additional sound output.
