Speed Control Problems

Sounds like it didn't detect the Legacy signal and started up conventionally.  As I recall, the first time a TMCC/Legacy engine comes up in conventional it's in neutral but any subsequent applications of track power it will take off in forward, so it sounds like power may have been applied to the track at least once before this happened.

First thought that comes to my mind is check to see if the locomotive's antenna isn't shorting out or if the lead wire didn't accidentally get disconnected.

I have tried everything and it still is racing. All the other command functions work. The problem is it runs wide open.

My guess is the magnetic tach ring has come apart and the sensor is no longer reading it.  I would surmise if you opened it the magnet would be in parts within the engine.

I would check the switches on the locomotive to verify speed control (Odyssey) is enabled. If it is, try swapping radio receivers with another working locomotive to see if the board is defective.

   You could have 4 or 5 potential problems. DCDS driver, encorder board, flywheel magnet and Fwd and Rev PWM. I would probably start at the flywheel and magnet. If you have a repair shop close by, I would take it there.

Well I got a chance to take the body off and the winners are: MartyE & Boxcar Bill.

The Flywheel Magnet Ring was in three pieces. I will order one and also do the smoke mod while I have the body off.

The next question is I haven't found a parts breakdown and what are the steps for replacing the Ring?

If you don't have a good puller its best to change the motor assembly. A lot less fustration. Heres the motor P.N. 6SP8077101. You can also add a ERR Cruise Commander "M" for wireless tether. That would do away with the magnet and motor encorder.

After my second magnet ring in the same engine cracked I did as Bill suggest and install an ERR board. 

I think I'd recommend the Cruise Commander M if it were my locomotive.
