Which legacy models have them? I just purchased a sd70mac KCS and to my surprise no spinning fans. I have seen a wabash FM train master legacy and it did have them. So what other models do?

The three early 1st issue K-line Gp38's : BNSF, CNW, UP.
You are talking about motorized spinning fans and not ones that you blow on.. correct?
Not many models got the spinning fans. As noted, K-Line had a few that had them, and I have the Wabash Train Master with the motorized fans. I think it's a cool option, but one knock on the spinning fans is everything is plastic and they start to get noisy pretty quickly as they wear, probably why Lionel doesn't want to do them in new stuff.
Atlas did detail with the fans but they were not powered. Three part assembly.
Yes, I meant Powered Roof fans. Thanks for the help. I was also surprised the Doors didn't open on the Sd70mac.
They are not Legacy, but the Lionel Century Club II FMs in Demonstrator paint scheme have these rotating fans.

I have them in my diecast ES44AC models and the Vision Line Centipede models. They're neat but the novelty wears off
For the atlas fans, I wonder if a strategically placed little computer cooling fan below might not spin them, always wanted to try that.
The Vision Line GE and Canadian Pacific ES44's have them. Really gr8 engine, I have the CP version.
There are several types of mini 5 volt DC fans that can easily be installed and will not only look awesome, but will actually help air flow through the engine and help keep things cool. I'm presently experimenting with temperature sensors that will kick these fans on when things heat up.

I have a whole box of computer fans from my computer days, I just dig through when I want to find something useful. I have yet to hit a scenario where I needed actual ventilation of the locomotive, I just figured the fan would provide enough airflow to spin the shell fans. I haven't actually tried to do this, but I suspect it may require some sort of manifold to direct the air over the fans.
John, the fan closest to my thumb I purchased to do just that. It blows the air out of the one side and is a very concentrated flow. I had planned on mounting it to one side to try to spin all the fans. I was only able to fit it in a non-powered unit though.
Yep, gonna' be a tight fit in a powered unit.

You can get o scale spinning turbines for any structure thanks to modeltech studios:
The spinning turbines would look odd on top of your diesel locomotive.
