I have both and run them on different layouts.  The 10th anniversary had a more detailed engine with separately applied metal handrails.  The 10th anniversary has additional movie announcement besides "All Aboard" and "Tickets Please".  One of the announcements is "The First Gift of Christmas".  I am not sure the others.   The cars are basically the same.  I would have to get them out to compare, but they have a 10th anniversary logo.

Other than that, they are basically the same.  Both give you the benefits of Lion Chief controls.
