Take the DCS-RC too, he can set up a simple test and try a different locomotive on a test bench. Might as well check out both ends of the picture.
I took the locomotive and the DCS Remote Commander to my friend’s house to try out on his layout.
The locomotive worked perfectly in both DCS command mode as well as conventional mode.
We set up a test track for the DCS RC and just as at my layout, no signal was sent to the track (in passive mode) with the choke included in the circuit from the transformer to the center rail. The locomotive started up in conventional. Same with one of his other MHT engines.
I contacted the (Forum advertiser) train store from whom I purchased it and was told that since MTH was no longer making the DCS RC, I could only return it for a refund which is what I did.
I will not pursue DCS any further at this time and will be happy to run this locomotive in conventional with my Legacy system.
Here is a picture of the little Amtrak 44 tonner on one of the short whisker tracks around my turntable next to the my Lionel TMCC Amtrak trackmobile:
However, I am thinking about buying my old friend Barry Broskowitz’s DCS Companion book to learn more because someday I may really want to add DCS!

Update: I decided to sell this nice little locomotive as I will likely not add DCS in the near future and would want to be able to access all of the features.
So my loss could be another Forum member's gain: I have the locomotive listed on the "for Sale" forum for only $ 330 locomotive that I paid $399 and only test run - as detailed above.
Here is a link to my "For Sale" listing:
