Tried changing input ports, checked fuses. Suggestions?

Does the LED light up when the power from the transformer is on? Try putting a plug with power from the transformer into the "Aux power" plug receptacle. If the LED still doesn't light up, you have the possibility of circuit problems.
Power to fixed 1 or an aux power supply or both should turn it on.
it will only work if powered from the channel 1 fixed or the aux input as described above.
Well, it could also light up from the new USB ports on "L" versions, but that won't work for powering it I believe?
There are fuses inside most newer models.

That will power the TIU, however, not its DCS signal generators.
