I have the original tmcc system and would like to look into computer software. The problem is my command base uses the db9 to provide serial communication to my asc switch controllers. I do not want to upgrade to legacy. Is there a cable to connect from a computer serial port to the command base and provide connection to the asc or does anyone have the wiring diagram to fabricate the cable?

Look for a db9 splitter or a y cable like what comes with the legacy system.
What Sid said plus, you will need a connector for DB9 to either a DB25 serial port or, more likely, a DB9 to USB connector since most computers today have USB ports but no serial port.
Sorry for the delay in thanking both of you. When I retired 10 years ago I began building small a Lionel system. For other reasons I became busy and put away the trains for about six years. At the time I was looking into computer control and started with TMCC and retrofitting a couple of engines with ERR modules. I looked into CTI and I believe I made a cable from instructions on the internet, perhaps even OGR. I tried MTH DCS And although it could control the TMCC, the ability to use computer control was not there. I have a cable that has a connector for the command base, a legacy base and a serial connection. As I am now nearing a preliminary layout for three loops, I want to investigate a beginner’s control but need to be able to connect the TMCC and perhaps CTI. CTI has software and sensors to detect and control. That brings this narrative to the cable. Since legacy can control TMCC and appears to have serial hardware such ASC, is it possible the Legacy cable I have be the one I can connect the Legacy DB9 connector to the PC via a USB adapter? I hope this hasn’t become that no one will read it.
