I am new to TMCC/Legacy. In my TMCC manual it states that locomotives are suppose to come with overlays so the buttons will be labeled with the correct function. I would like to know if these are only limited to TMCC locomotives or do they include Legacy also?

No! the cab-2 legacy has a screen to view what each button is.
The TMCC-1 remote has plastic overlays that snap over the numerical buttons. There is a version for steam and for diesel. The Legacy system is vastly different.
I guess they forgot to include those with my set as I didn't get any and I got the set new but old stock.

Typically they came with the engines not the Cab1 System.
and the manual for tmcc engines has a copy of the overlay in the book. it is not an actual overlay but it will get the job done.
Once you're run with the CAB1 or CAB1L for a few days, the overlays become a moot point. Guys, it's just ten buttons!.
Relatively straightforward for standard TMCC steam and diesel.
Only slightly more useful for oddities like the TMCC crane car, the Acela (which I am not sure they made templates for, I don't think my set had one), and the few steam engines that have horns in addition to the bell/whistle.

The crane would be the only one I'd find useful, but I don't think mine came with an overlay.
