Just need a quick yes/no on this one. I have verified continuity between my neutral and ground wires. The TMCC Command Base is attached with Velcro to a 12 gauge steel subpanel. The TMCC is connected to the common on the track. Do I also want to tie to the building ground?

Do not tie the track common to earth ground!
The only ground connection should be via the wall power supply to a properly grounded 3 prong receptacle.
The only other ground connections maybe some earth ground radiators (aka ground plane wires) only if you have signal issues but that's another story.
