TMCC No whistle, bell, blinking strobe on GP | O Gauge Railroading On Line Forum

Just got a TMCC GP9 with pulmor motor on Ebay. I programmed it but the whistle and bell do not work. I don't get any crew talk or tower sounds. The strobe light does not blink, just stays on. I do get engine sounds when I run it. The whistle blows when I try it from my ZW. I tested the Cab 1 using some other TMCC locos and the whistle blows when I used it. When I programmed it I got blinking light rather than a whistle when I completed the programming. Any ideas on solving these problems before I ship it back to the seller?

I would do a TMCC reset using the following codes found here:

I've used #5 for my Pulmor powered Geeps.
