The El on my layout has some 6% grades that the IRT LoV and BMT Q trains often stall on. Here's an easy to do solution. Using a coarse knife sharpening stone that is dry, rub it across the track. The stone roughs-up the track enough to give the traction tires a bite.
When you finish scuffing the track, clean it before running trains.
