How do I replace them truck for tender of lionel southern 1403 6-11103

You'll have to remove the shell and possibly some of the electronics to get at the "C" clip (#7 in the diagram) holding each truck on.
FWIW ,Lionel parts says replacement trucks are unavailable:
Problem with these trucks is the dreaded "Zinc Pest". Had to replace some myself which as we all know are not stood behind as far as cost.
I'm late to the party but I bought one of these off ebay and it arrived with pulverized tender trucks. Gray Lackey, what did use use to replace them? Did you find some trucks that work and were available? Thanks in advance.

Let’s get a picture of a good truck………….possible 3D printing or someone might have an idea with a photo.
I've been thinking the same thing but don't have the know-how or equipment to do it. Somebody could make a killing if they figured it out. At least with this post maybe we'll know if either someone does just that or finds another truck that fits.

Just like the switch post this morning, when using product number doesn't work use the name of the thing and search with that. Then compare pictures of the ones that come up.

I start comparing key details like mounting type, pivot position, pickup mounting hole- all relative to the axles. Lionel and any manufacturer has incentive to reuse tooling so yes, there can be similar parts. The Erie rear one has 2 mounting point distances for the coupler and likely could be made to work.

Now this just might work! As this engine was supposed to be a Christmas present... what are the chances I get these parts before December 24th?
