TVS for DCC

I have a recently aquired Railking loco that is PS3, and I plan to use its dcc capabilities since I don't have DCS. Im thinking about installing a tvs right in the loco. Would a 1.5KE33CA be recomended/acceptable for the dcc at 16V? It may occationaly be run in conventional.

Personally, I'd want a little more headroom, the breakdown voltage of 19V will likely be a bit tight.
