using MTH DCS explorer

I have 130' of track with 4 lock ons and 13 switches. Running my engine using a Z-1000 brick and transformer all my switches (power from track) operate flawlessly. When I switch to Explorer and use the APP, some switches (not always the same one) when toggled will switch half-way and kill the power. I can tap the SHUT DOWN button to let engine shut down then START UP to get everything powered again. Why does this happen?
