I have no direct information to state that Dale Manquen was not from Cleveland, but it is actually another Dale (Dale H) who has the Cleveland Public School thing in his signature.

As to the main thread, since I've not commented, I'll say that  I didn't know Dale Manquen aside from appreciating all of his posts on the Forum, but I did meet him in person one time when he attended York with one of his novelty train setups (if I recall it might have been the one with 2 trains running on loops that flipped over upside down around each other as the trains ran around the loops). 

Seemed like a very nice guy in person as well.  I will miss his informative posts.  Condolences to his family and friends.

As the initiator of this thread, I'd like to add what I believe to be one of Dale's lasting legacies:  He analyzed & explained how the TMCC signal from the Command Base to the engine REALLY WORKS. ...... in spite of the still-continuing folklore put out by Lionel!!!  In his website post of 2 August 2011, "TMCC Signal Basics" , he cleared the air.  [George Brown of OGR has just recently published another,  similar, explanation:  "The Real Story" on p. 92 of Run  291.]
