I found the original product announcement from Atlas here, but there was no mention of the TAS (Train America Studios) EOB (Engineer On Board) feature. I'd recommend taking the shell off and looking inside to confirm. If you see a main circuit board stamped with Train America Studios, then the Cruise Commander M will not work.

Atlas are pretty smooth runners, so if it is not smooth something mechanical may be an issue.  The other tell for TAS is a flywheel with tach reader.  The Straight Lionel TMCC is a mother board with R2LC, RS and a separate Motor Driver board (DCDR).

 

The DCDR is replaced with the Cruise M.  The MB plug ins are the R2LC, RS Power and RS board.  Motor Drivers stand alone with a harness connection.  G
