the Engine in Question is a Williams 2-6-4 Girls Set Engine

and you both are right the Constant Voltage board is for both the headlight and the Suethe Smoke unit.

 In doing a bit of Modification to this engine I found that I needed to remove the Constant Voltage Board to make room for a fan driven Smoke unit. So I bit the Bullet and removed the board and installed the unit and replaced the Headlight with and Evans Design 3 MM Cool White LED

yes it is and it smokes just like an MTH PS1 Steam engine

These Units from Boxcar Bill are the Bomb this is the second engine I have done and I am most impressed
