Is this the "modern" 2-terminal 154 or the earlier 3-terminal 154?

If you have the earlier 3-terminal PW 154, then you need to add a flasher circuit.  There are several off-the-shelf suppliers of these flasher modules for, say, $10-$20.  Or you can roll your own for about $5 using assorted eBay electronic modules.  There have been several OGR threads on options for either method.

But if you have the modern 2-terminal 154, then it would be the generic hookup method:

You need to add a flasher module/circuit.  There have been many threads on how to do this from roll-your-own to almost plug-and-play.  Do an OGR search for "Lionel 154".

For example, here's a somewhat lengthy thread with a range of options.  If wading through such posts makes your head spin, while I haven't used one myself the Dallee 367 module seems to pop up in these discussions.  Here's their wiring diagram which is about as close to plug-and-play as you will get!
