The more affordable ones are at Micro-Mark, Harbor Freight and Amazon, all carry small bench drill presses, Micro-mark and Amazon have the smallest.  You might consider the fixture that holds a regular hand drill and makes it into a drill press.  They are all made in China or other Asian countries, so just find one with the features you want and the best price.

What types of Lionel repairs do you want to do?  The reason I ask mostly has to do with accuracy and precision.  Any functional drill press with a decent bit will make holes.  However, all drill presses have some degree of runout (bit wobbling) and endplay (sideways spindle movement).  Why does this matter?

Two examples:

  1. You want to drill out the center of a wheel or gear. The more runout and endplay in the drill press, the more wobble the wheel/gear will have when installed on an axle or shaft because the hole would be less true than if done one a drill press with tighter tolerances.
  2. You're using the drill press to press a wheel onto an axle.  No matter how square the wheel is to the axle when you start the action, with more endplay in the spindle, the more likely the wheel is to go on comparatively more crooked.

Some amount of runout and endplay exists in all drill presses.  The cheaper the drill press the greater the tolerances will likely be in your work done on them.  There are steps that can be taken to improve these specs on a relatively inexpensive drill press or one that has gone out of tolerance if you have some machining skills and tools.  There are lot's of helpful videos on YouTube about this.

Typically the more you spend on a drill press initially, the more likely it will be to have tighter endplay and runout tolerances from the factory.  If you only need to make holes for rivets, screws, bolts, grommets and such, then tolerances can be greater, because endplay and runout have less of an impact on most of these tasks.  IMO helpful recommendations, would depend on what you want to do with the drill press and your price range for it.
