Just curious has any manufacture done and B&O 0-8-0 or 0-10-0 SCALE switcher?

Maybe an 0-8-0 lettered for B&O, but I'm not aware of any manufacturer of 3-Rail steam models offering an 0-10-0, if the B&O even had any.
Sunset did an 0-8-0. B&O didn't have any 0-10-0 engines (I think). 10 wheel switchers were C&O 0-10-0 and Union 0-10-2.
I don't know that I've ever seen an 0-10-0 modeled in O-scale.

I've never seen an 0-10-0 in O-scale, I've seen lots of 0-8-0 models.

The B&O did have 2 0-10-0 switchers (class U-1). If I’m not mistaken they were older S1 2-10-2’s that were converted. That being said, I don’t think anyone has ever done an O scale version. Westside imported them in HO scale. In O scale, Sunset did the B&O 0-8-0.
In nearly every photo I've seen of an 0-10-0 in operation, it's being used as a pusher in a hump yard. This may be why there hasn't been much demand for a model.
