This question is aimed at EMD GP9's built in the 1950's and the horns that were used but the answer may apply to a broader subject.

1) Did manufacturers (EMD) offer these locos with a "standard horn" that  some RRs  swapped out for whatever they preferred ?

or

2) Did the RRs order them built with their horn of preference?

or

3) If the loco was resold several times in its life did each new RR re-equip them as they saw fit?

Yes. As I recall the basic or "standard" horn, back in that era was the Leslie A-200 large "blat" or "bull horn".

or

2) Did the RRs order them built with their horn of preference?

Yes.

or

And . . . many railroads which took delivery of F7's and GP7's with the standard A-200 blaster air horn, later replaced the horns with multiple bell horns, and some also relocated the horns, using their own shop forces.

(A bell is the part of a horn that is narrow at its entrance and flares to wide at its end.  A Nathan M5 has 5 bells, not 5 horns.  The Nathan M5 as a whole is one horn with 5 bells.)

To me, it looks like one Leslie A-200 (the big one), with a much smaller version mounted right next to it. Hard to tell what the manufacturer was trying to duplicate, but then it IS a Rail King.

Early on, Leslie offered 2-chime versions, in addition to 3, 4 and 5-chime versions, of it's Typhon horn.  I believe that is what is depicted on your model and on the Milwaukee unit in the photograph.
