I have a 2032 with a horn relay, when activated turns on, but won't turn off. Just keeps on buzzing. Relay seems to stick but once the battery is removed the contact drops and turns off.
Either you have a solder bridge or wire touching another solder lug on the relay, or you are missing the insulation piece or washers on the battery bracket.
Maybe try a piece of masking tape on bottom of relay, to keep latch from sticking magnetically.
If the armature flap is sticking, a single square of masking tape placed over the red area will stop a lot of erratic whistle operation. Proper adjustment of the contact points will preserve the intended operation.
