Because some real trains had them and they just plain look good.

Tiffany, besides being cosmetic the white plastic in the post war flyer engines were insulators. Because of the two rail track the engine wheels needed to be insulated from each other, hence the plastic bands on each wheel. Other wheels had other means to insulate themselves from each other.
