I have a Lionel 2motor A-A loco with an OMS sound board in the dummy. Does anyone know if I can install a ERR command board in the powered unit, will the sound board in the dummy still work when the loco is command controlled?

No, the command control requires a sound board that receives the serial data steam to control the sounds. You'll have to consider a command capable sound board for the upgrade.
