Of course, it's just a standard CAB2 remote and a charging base.  You will want to upgrade the CAB2 to the current software to use it with the BASE3.

Yes.  As long as your Cab2 is above V1.0 you can update it using the Cab3 App and Base3 to make an upgrade module (included with Base3) to 1.74.  You do not need a Base2 (Legacy Base) to use Cab2 with Base3.

Yes as long as The Cab2 isn't currently V1.0, you should be good to upgrade, otherwise it will have to go back to Lionel for them to do the upgrade.  Everything you need to do the update is on the Cab3 App and in the Base3 box.  FYI current Cab 2 version is 1.74.
