Interesting. I too thought they'd done it just a few years ago.
You might be thinking of repairs after the 2011 earthquake.
This latest bid is much larger enhancement, doubling passenger capacity.
Now, l will bet that somehow Amtrak's clerks will figure out how to charge station improvements to the COAST STARLIGHT's operating bill!
Just hope the station improvements improve or at least not block important things like movement of customers.
Not sure how the improvement of a *Northeast Corridor station relates to operating costs of a *West Coast train.
Good catch. Recently there was an article in TRAINS about Amtrak's non standard accounting methods. Like the station in Miami FL is billed for snow removal. Somehow, trains which go nowhere near WAS more than likely will be billed for it.
I remember well when Union Station underwent a major makeover for the U.S. Bicentennial in 1976. The infamous "National Visitor Center" mess.
