Atlas gp60 lamp wire harness testing

Think it's this wire that looks pinched causing the headlamp and numberboard lamp to not work. Going to use my fluke meter to do a continuity test but the shrink wrapped circuit board that's in line is a concern. Any tips? All my other functions and lamps work fine. Newbie at self repairs on trains. Thanks!

If you are good at soldering cut the pinched section out and splice back together and cover with shrink tubing.
