That happened to me recently. I nearly soiled my armor. (Tip of the hat to Monty Python)
Both appear to be too static. Train horns were intended by God to be in motion, preferably in a wooded area with echoes! I recall a campout in the Pine Barrens, about half mile from the Atlantic City line...
The surprise reply sounds like a Nathan with a bell out of tune or a truck accessory. Have you tracked the wily beast?
