This isn't 3 rail O (actually OO), but it is kind of fun to see a tv show about how to build a layout from across the pond. It also has typical British humor in it, but it also shows planning a rather large scale layout and putting it together (I have only seen the first episode at this point, so it is still early).

There is another UK show on something called Channel 5 there, where it is a competition like the "Great British Baking Show", where contestants have to build (I would guess) a scene or something with a layout. It is called "The Great Model Railway Challenge", there are previews on You Tube, but the show itself is behind a paywall.
