I have a Cab-1 controller and good battery's in it. and a Power master base hooked up with small wall transformer along with a SC-1.

none is hooked up to track yet          TROUBLE is how to get Cab-1 remote to talk to SC-1....I have tried using manual and light on Sc-1 stays green..but Cab-1 remote with flash flights on power master so I believe Remote is good..... what am I doing wrong here? I have tried a different SC-1 as  well got me stumped

You appear to have possibly mismatched components or got the names wrong.

The CAB1 original grey remote transmits on 27MHZ

The Powermaster is just that a power control device that controls track voltage for CONVENTIONAL Trains. It does (the original powermasters) receives a 27MHZ signal from the CAB1 remote directly- no base required. Again a Powermaster is NOT a Base, it might look similar, but does not do anything for controlling a TMCC engine and does not transmit the 455KHZ radio signal that is TMCC. Again, this device controls power, so it has an input jack for the typical 135W or 180W powerhouse style transformer, or with a cable can be used with other power sources. It also has 2 output screw terminal posts for the track- both outer and center rails.

Also has program/run switch on the side

Your SC-1 is listening for a 455KHZ radio signal from a true TMCC Base. It cannot get the signal direct from the remote, it MUST have a proper TMCC Base.

A proper TMCC Base will have the 3 prong power adapter as it MUST be properly earth grounded with that power adapter to transmit the TMCC signal effectively.

Notice key details it has only 1 screw terminal post- intended to connect to outside rail of your entire track, it has the 9 pin serial port, and again the special power adapter. There is no program/run switch of any kind on the TMCC base.

I'll also add- since we are dealing with radio signal.

Again, the true TMCC base- provided you actually have one, needs to be properly powered using the original special power adapter plugged into a properly earth grounded 3 prong house plug. If it's not earth grounded (or somewhere along the path- example extension cord or power strip), you basically drop the transmit strength because it needs ground for the signal.

Further, you really should have the base connected to your track to transmit the TMCC radio signal.

Again, if all you have is a powermaster- that does not even transmit the signal to the SC-1 or anything else TMCC. It's only job in life is to control power.

Does the SC-1 need the special power supply with the grounds plug? or will any power supply with 12 volts. I don't have any other 3 prong power supply's

I have the TMCC base with the special 3 prong transformer

The SC-1 does not require a grounded special power supply.

There are a couple of scenarios:

Your base and wiring was not proper and not transmitting a good strong TMCC signal (power supply ground and then the post connected to the track

Your SC-1 just not getting a good TMCC signal- location compared to the connected track and or wiring?

Your base being out of tune- not transmitting correctly on the 455KHZ frequency due to age or other problem. This would affect other TMCC devices not receiving the signal too.
