Composite Railroad Ties

I saw my very first composite railroad ties today. Do the colors have a meaning? They seemed very randomly interspersed with the regular wood ties. I could not find a pattern or commonality with switches, sidings or buildings.

I saw Black, Blue, Green and Tan colored ties.
