CSX trackside sign ???

Just curious - what does this sign mean ? - this is on the CSX A-line heading south out of Charleston SC - there is work being done on a bridge several miles south of this area (Sanders Road grade crossing) - Thank you

It has something to do with speed restrictions but I do not remember if it is at the beginning or the end of the restriction. Hopefully one of the railroaders on the forum can set us straight.
