Does address #1 still have some sort of glitch that effects operation? Is it safe to use ?

There never was any issue with using DCS engine ID#1.
ID #99 is the one you want to stay away from...Some of us leave ID #1 open (available) in the remote because engine are suppose to add at the lowest ID available if the engine's established ID taken. It might help in some instances.
We also use to think a Factory reset restored an engine's ID to# 1 , (myth)

It’s not any kind of a “myth”.
A DCS Factory Reset (but not a conventional Reset) does restore an engines DCS ID# to it’s factory setting, which casuses it to add as address 1 in the DCS Remote or the DCS App.
