Atlas O track is labeled in Diameter such as 0-54 or 54 inches across a circle. It is also labeled as 22.5 degrees which I assume means one piece of 0-54 track is one of sixteen needed to complete said circle (360 degree's of a circle divided by 22.5 is 16) Atlas O 0-63 track is also 22.5 degree's but a larger circle when completed. The "Point" of this is so as to ask: If one uses 0-54 to layout a folded dog bone style track plan, use 0-63 as the first piece in every curve to form an easement, would the track plan "come together" or will there be to much "change"?

Below is a RR-Track version of what I think you are wanting.  The first and last curve piece of each curve is O63, the rest is O54.  I only put 10" straight sections in the S curves; you may want more.  Each long straight is made up of one 40", two 10", and one 4.5" section.

 

No track has been cut; all pieces are stock.
