Was given a Weaver engine to troubleshoot, sits dark until addressed, then either takes off like a rocket when you spin the dial or just sits there and blows the whistle for no reason instead when you rotate the throttle. Any ideas?

Lots, all involve taking the shell of both the engine and tender off but first thing.  How many pins does the tether have?  If the tach reader doesn't have it's own dedicated ground and the tether comes loose and tach reader is floating high it will burn up the tach reader and possible damage the EOB board.  Another the R2LC board is loose.

Take both the tender shell and engine shell off, take pics and post.  See how the tach reader is grounded.  If it's just grounded to engine frame that's not good enough.  Possible the tach reader has become loose and is not reading the tach strip on the fly wheel.  But these are good starting points.

If there's any damage to any of the boards, it will be better to just put a ERR cruise in it.
