Good Afternoon Members, In pursuit of one of my "Got to Have Trains", I discovered a Williams Norfolk Southern Train a my local train shop. I've been told its a conventional locomotive. My question is: Can the Electric Railroad's AC Commander convert a Williams locomotive to run like a Lionel TMCC ? If that's improbable, I'm comfortable with the answers, I just had to put it out there for information sake. As usual, thanks once again

Yes, that sort of thing is actually the point. See Modern Toy Train Parts website; call and talk to Bill. He installs and/or sells you the parts. Pretty easy on a plastic diesel (you'll need a DC Commander or Cruise Commander, not the AC unit, but he can explain all).
The Williams will have DC motors, so the ERR Cruise Commander is what I'd pick. Installation is actually very simple, you should be able to do it yourself. For sounds, you'll also need the RailSounds Commander with the matching sound set.
