This is one of those nit-picky questions, but one I'd like some sort of official answers to.  Given the way staff generally respond to folks breaking the site rules here on OGR forums, does the ORG staff have a position on folks that ask buyers on the for sale forum to use the friends and family option or to pay a higher fee when using Pay-Pal for transactions?  This is a violation of Pay-Pal's user agreement that any user of Pay-Pal must agree to.  In specific, section 4.5:  

4.5 No Surcharges. You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions.

In other words you can not ask someone to pay a higher price to use Pay-Pal.  In a brief look over the first page of the for-sale forum EVERY poster that accepts pay-pal is asking for friends option or a higher fee.  

It seems to me the moderators here should not allow users to make posts that blatantly disregard the rules of Pay-pal as it seems to violate the spirt of OGR forum's TOS and for sale rules.  I know it is policy not to get involved in disputes over for-sale practices, but is there an official position on asking people to break Pay-Pal's terms of service?

I mean, sticking your head in the sand is always an option, but I was looking for an actual answer.  If that answer is that the staff do not care to be involved in such things, I think that's fine.  As stated, just looking for an official position.  

On the other hand I doubt many folks are aware of this.  It looks bad on the seller, and defats the purpose of Pay-Pal.  As a business owner it seems the fees charged are a small price to pay compared to lost sales due to folks wanting to follow the rules, or, in my case, being unwilling to ever buy from someone that does this.  it leaves me with the thought, " if you're scamming on this, what else are you scamming on?"

Also, Paid subscribers  and paying advertisers  [that follow Pay-pal's, Visa's, Mastercard's, AmEx's, and every other payment service and are happily(or not) paying fees to accept payment] are paying for the forum.  I appreciate everything the staff does, but from a finical standpoint the advertisers should be equally annoyed

The whole issue, I believe, comes down to character. How comfortable are you dealing in this venue, with someone you only know here, that is willing to stiff PayPay on their (deservedly)earned fees on a transaction, while at the same time give up any recourse with that individual if the deal doesn't work out? Will you get stiffed by that same character that is circumventing the PayPay TOS, and are you willing to take that risk for a few dollars(see my preferred payment method above)?

Think of the For Sale Forum like a paper bulletin board where you post things for sale. We simply provided the board and hung it on the wall.  We provide the listing service for free. We won't get involved in any way with this or any other selling problem that comes up on that forum.

As one poster said, it comes down to character. If you want to bend (maybe break?) the rules just to avoid paying a small fee that PayPal has legitimately earned, so be it. It takes big bucks to run all the high-tech infrastructure that makes PayPal run.
