Tough question. There were thousands of good scratch builders in O Scale, some of whom will remain forever unsung. I believe there are still over a hundred folks in the US making their own steam models in O Scale, and some are quite good at it.
Unless the builder put a note inside, you may never know. I usually put a 3x5 card in the boiler, but not always.
I could be wrong of course, but I do not think any of the importers brought in either of those classes of GN steam engines. So I would lean toward a scratchbuilt or kitbash as the origin.
