Sorry to include a link; however, the video is 1 min long and its size exceeds ability to paste directly into the body of the text.  I sent an email to Scott and he suggested  "1. A brake shoe coming in contact with a driver. 2. Pilot or Trailing truck restricting movement." I did try to increase the spacing of the shoe between the 3rd and 4th driver and it is now running worse.  As you can see from the video it runs smoothly in reverse; however, when it is running forward it hesitates at the 2 o'clock position.  When this binding occurs, the amps on the layout varies from 3 to 6.2.  To complicate this scenario, it only happens on my O72 curves and runs well on the straights.  Because it is a 2012 model (first time on the layout this year - layout torn down and rebuilt the past 3 years) , I thought perhaps the ERR speed control was not up to snuff so I had it upgraded to Proto 3.  At 25 smph it does run reasonably well and if I put boost on in the curve it runs well enough that my C&O Allegheny and GP40 MU can pull its consist on the same loop.  It has 12 hours of running on the model with DCS and about 5 hours before I had it converted from TMCC for a total of around 17 hours so it should be broken in.  Does anyone have a possible fix I can try before I give up and trade it for an MTH proto 3 Santa Fe Class 2900?  Is it possible for the shoes to be removed if nothing else works?

My experience is ERR cruise is as smooth as Legacy but with fewer speed steps. In this case the problem is mechanical. Make sure the eccentrics are tight and pointing slightly forward of center when the drivers are moving in the forward direction. If they are OK I then remove the shell and move the motor by hand to try and see where the binding is. If you have an ammeter I suspect it is spikes everytime the wheels slow. 3rd Rail has had issues with drivers being out of quarter in the past. Something to check too.

ERR is definitely "up to snuff".

Definitely - a friend had a 3rd Rail 4-8-4 (I think it was a C&O Greenbrier) with out-of-quarter drivers.

Also - check the movement with the side/main rods in mind.  There may be an "asymmetrical" binding issue - a rod (or side rod screw!) that binds/interferes in one direction only. 

You need to turn it by hand, as suggested above.
