The story happened a while back....I saw an interview with the girl weeks later......SURPRISE!!!! She was drunk and trying to show off!!!! Drunk lucky for sure!
It looks like a breadboard for a new Lionel operating accessory.
Something like a reverse milk car. A box car with an open door equiped with a magnet inside to draw the figure off the platform plus a bombay door to drop the figure onto the tracks.
