I must be missing something ....  I just started noticing that after I turn off the A throttle on my PW - ZW I am still hearing intermittent sounds from my Legacy engines ?   It's like a capacitor is slowly discharging ?     It's gone in less than 30 seconds...   I took my meter and measured between hot center rail and outside common rail and measured around 5V...

The LED marker lights  on my new Legacy Brass Hybrid Mikado were barely bllinking on/off. 

Yes I am using a PW - ZW only using one throttle to the track with 10 AMP external circuit breakers, and TVS protection.   With the exception of one 1/2 wave rectifier powering a DZ2500 switch machine, I am not powering anything else off that throttle, and as far as I can tell, I have no other throttles attached to the main.   As I am under construction, and had planned to use some A throttles on some other blocks, I have other throttles wired through SPDT 10 AMP switches, but the switches are in the off position (center) adn the other throttles are in the OFF position, so it doesn't seem possible that I am leaking voltage from there, plus it is clearly disipating after I shut down power from the one throttle that is powering the center rail...   Any ideas out there ?

Thanks Chuck,  I think you're right...   Took some more measurements, and moved the throttle back and forth several times taking measurements, it was happening intermittently... So tomorrow I'll open the case and check things out... I definitely have that problem with the D throttle, but I didn't have that one hooked up to anything, but it would never get to 0 volts, always registering 7 to 7.5 VAC.....
