The Onion is a satirical "news" site. Nothing on it is serious or real, it's all written by comedy writers. So enjoy it for the laughs. 

The scenic Rail Roads actually have brand new steam engines built in England to accommodate all the passengers. New engines are far more efficient then constantly over hauling old models.

As for this country, I can see the passenger count going up as we old timers look for something cool to show the grand kids.

I don't know if it is going to become as profitable an industry as it is in England because of the cost of liability insurance.  From what I understand in their courts the loser of a liability case pays the cost for both parties. In the USA each party pays their own cost. Suing a party here has a much higher settlement potential because the defendant will tend to pay off such claims to make the whole thing go away. The plaintiff really has nothing to lose in a "trip and fall". That really drives the cost of insurance through the roof thus making it harder for a scenic outfit to make enough money to make a big enough profit to warrant large growth investments. Most are relegated to non profit tax right off club enterprises.  So I doubt very much if it will ever get much bigger of a business in America.
