The important thing to remember is the Texas Special was a jointly operated passenger train by the MKT and Frisco.  That's why the diesels, E7's-not F3's in real life, carried both heralds.  Otherwise, the MKT and Frisco were two entirely separate railroads.  Both railroads supplied locomotives for the train: the MKT units had the MKT herald leading while the Frisco units had the Frisco herald leading.
